The absolute cheapest part of Athens still within walking distance of the historic center is in Omonia. There are some lower end hotels there. It's not a very nice area though. If you are an experienced, broad-minded traveler you'll find the area fine. If you're not, you probably won't enjoy staying there! A lot comes down to what sort of price you are looking at and the time of year you want to stay in Athens. I use Booking and then just narrow down to places in my price range. A quick look for August (considered peak month) produced this cheap place to stay in Athens: Cecil Hotel
